You say legal, but not in what status. If he can't work, then sounds like a B visitor visa. If you are a US citizen, you can immediately file a petition for him after you marry. Concurrently, he can file an application for work authorization and a green card. The work authorization is now taking 3 months or so and allows him to work while waiting for a decision on the green card case. If he entered on a B, he may need to establish to CIS that he didn't intend to remain in the US when he first entered on that visa. 2 years after approval of the conditional "green card", he'll need to petition to remove the condition. 3 years after approval of the conditional card, he can file for citizenship, assuming he meets elig. req.

Unfortunatly immigrants can no longer become citizens from marrying a citizen. He will have to take a immigrating test and become a citizen.
It could be a year or more. He has to get in line just like everyone else.
Please think about this long and hard before you say I do.

You need to ask yourself if he marry you for papers or love.
