Internetional Student?

Is there a law saying that a person who hold a student permit can apply for Canadian permanent residence.
i cant find that in www.cic.gc.ca

Answer:
If an international student has a valid F-1 visa, I-120, and I-94 then they can continue his/her education in the U.S. There is nothing in the U.S. law that will prevent him/her from applying for legal resident anywhere else.
