no. I mean does she already have her passport?...if she does then she's already all set.that's her "go free" card!.but if she is appying for a passport...to make it easier both parents should be present...or if she's 100% in your custody...court ordered.bring the papers to the Post Office or whereever you go to get your passport where you are from.they may also want a notarized letter from dad saying it's ok to get a passport...if he cannot be with you when getting one...hopefully you already have it then you are free to go anywhere with her.

The new rules require both parents to sign for the passport or to have the court order granting custody to one parent. There are cases where minors traveling with one parent have been detained until both parents consent to travel out of the country can be obtained. To be on the safe side you should keep a notarized letter from the other parent or certified copy of court order granting sole custody with you at all times while traveling.
My kids have American and Venezuelan citizenship and when I traveled to Venezuela last year I took the authorization from my husband as they told me at the Post Office when I got their passports...Customs never asked me for it when I was leaving the US but I had it with me just in case...It is really easy to get..Just write the letter and take it to the notary. Take also a copy of her birth certificate with you...Remember they are being a little stricter because sometimes one parent want to take the kid away from the other...
A MINOR should be under the care of A parent and shouldn't be able to "travel" without an ADULTS permission no matter how many citizenships they have. Last I knew it doesn't require the permission of both parents because in a perfect world.both parents would be on the same page. Unfortunatly since we aren't in a perfect world.that's how kids are abducted and taken to places far AWAY. Ya.you might get away with it incase the other parent files papers to stop you. Citizenship doesn't over-rule parental rights. That's why Elian was sent back to Cuba even though he made it to US soil.
At the same time it depends on the country. This is not a joke...in some countries the Mom has NO rights. So you may think you're letting your kids go to a country with your husband for a "visit" and it may end up you NEVER see your kids again. I know everyone want's to think it's a perfect "global" world..but it's not. Yet.And until it is..be careful.
If she's got a passport then she can go with with her grandma or the kid next door (if she wanted to). Since she's only going to Brazil she won't even need a visa since she has a Brazilian passport.
