Does anyone know if it is legal to pass a bill that ignores a preceeding bill that has not been rejected?
Since the House never changed the original bill, doesn't this make the new one null and void? The new bill never incorporated the old bill into the new one, but rather they created a new bill with disregard to the old bill still waiting to be enforced. What now?

Not sure , but I,m going to talk to my Congressman, tomorrow. I will ask him, his Bill was passed in 1996
on Border Security, and it still has not been funded.

While technically the new bill would supercede the old one, it will only supercede in areas where there is a direct contradiction-- ie; build half a fence in the old bill or build a whole fence in the new bill. In that case, the new bill would supercede. If in the old bill they said it must be made out of illegal alien proof aluminum, while in the new bill it doesnt specify materials, the old bill's 'aluminum' requirement may still be active.

In American law, the new bill (provided that it is constitutional) supersedes the old bill. The old one does not need to be explicitly repealed.
