Can I obtain a marriage license if I'm not a US citizen?

You just have to show proper ID (call or see if you can find out online what you need) to get a marriage license.
Yes, but a visa based on a marriage certificate takes more work.
Yes you can. Just go to the court house, fill out the application, pay the fee and supply the necessary ID, and you will be granted a license. Once married you need to then return to the court house to have the marriage registered. That is how it was for me, when I entered the US to get married.
yes sure you can. bring any form of photo ID (driver's license, green card, passpor, etc..)
