Answer:
I don't have one, because it is already defined by law.
Someone born in the US by LEGAL parents. Or someone who has come to the US legally and obtained US citizenship by the proper legal channels.

I don't need one, the law already defines it.

If I did define it I would only allow each person ONE country and say it has to be that person's first loyalty.

They have to have come in by the rules, ie have been selected by the preexisting citizens, to be eligable.
Someone who has a ss card and pays taxes to the government. So the government can distribute the money to take care of the countrys needs. A citizen makes a difference to their country by making a difference in a possitive way.A citizen might have fought wars for their country,or raised families that made a positive difference,or worked jobs that make a country grow.
A person owing loyalty to and entitled by birth or naturalization to the protection of a state or nation.
A person who lives in a certain place. even is they are illegal.
