New US Immigration Bill: effect on immigrating to US.?

I heard that the senators are pushing for the new US Immigration bill. What effect does that have on people immigrating to the US in the future? Will it make it easier for skilled University-degree workers to get a US green card, harder, or no effect? (Coming from a Canadian seeking a dual citizenship)

It will increase the number of H1B visas available, but that's about it. Legal immigration will continue to be allowed only at a trickle, while the flood of illegal immigrants that have innundated the country for the last 20 will be rewarded with a path to citizenship.

I don't think you can get dual citizenship here in the US.
It wont have much effect on legal immigrants coming to the US just allow 12 million illegals already here to jump the queue.
Actually it seems like it might have a huge effect. All of my information is from the last version of the same animal but I am quite sure that most, if not all issues will remain the same.

For about 8 years there will be an emphasis on family re-unification. That means that people who are granted amnesty will get to bring in their elderly parents, brothers, sisters, kids, etc. to the tune of 750,000 a year. So the uneducated masses who pay little to nothing in taxes and get huge benefits will jump in front of you. After that period you might stand a chance but it seems many senators do not want well educated immigrants because they might vote republican.
I can't imagine them being able to process much of anything with 12 to 20 million background checks going on at once. You DID notice what happened with the 'passports this year' plan, didn't you?
