Well, it depends on what you like in a home. Boise, Idaho is a nice place if you like a mix of urban and rural life and you could find a job with Micron or Hewlett Packard. IF you really like a lot of people and cultures in one place, I would recommend New York City. If you want a place like New YOrk City but with a touch of paradise, I suggest Virginia Beach, Virginia, where it is very culturally acceptant.
There are so many wonderful places to see and move to within the U.S. I live in Western New York state and many of my friends have moved to the south.. namely Charlotte, North Carolina. It seems to be the place to go for all sorts of jobs. Another hot spot is Columbus,Ohio.
You might want to check Monster.com or other job placement sites to find out the pay rate and types of jobs available to someone like you and your job qualifications.
Another good idea is to check different cities' apartment listings to find out how much apartments are and if you'd be able to afford living in the city of your choice.
Sounds like a lot of research you have to do before making that choice.

Texas has one of the best economies in the US (and if we were a sovereign nation, we'd have, depending on the source, the 10th - 12th strongest economy in the world) and I love it here. I'm black, spent most of my life in Houston and haven't experienced anything at all that makes me think people are racist. That said many black mags often do an annual review of cities that are "best" for blacks and the ones that routinely make it into the top ten are...

Immigration, for the most part, depends on if you do it legally. Most US citizens love legal immigrants so they'll adore you. I'm really only telling you about the black cities because, since you're African, you'll be lumped in with the blacks. Um, a well trained comp programmer can pretty much get a job anywhere so I wouldn't worry about that and... last but not least, most cities with blacks have just about every other race too so you'll get a nice rainbow coalition of people.

Oh, personal experience, there are a lot of Africans here (in Houston). I don't remember like, specific countries, but I'm constantly running into them and they seem to like it. I don't normally -ask- if they like it but the ones I've met are pretty settled into the city and don't seem to have any plans on going back.
US tech jobs (computer programmer) are being snatched up by Indians (from India) and Chinese. Many jobs are being outsourced.

India and China are the hot places to go in terms of tech job opportunities and prospering economies. Your money will go far in those countries. Opportunities on the ground floor abound in India and China. Can you say, an opportunity to GET RICH!

Unfortunately, US tech jobs, the ones that remain are not paying as well anymore, many Americans are having to fly to India to teach Indians (their replacements.) Though it's not 100% across the board yet, it is increasingly so.
First get a job and then move to the city where the company sends you.

Washington State, Seattle Area. There are lots of jobs for you near Seattle, and the Citizenship and Immigrations field office there is the best in the country. (shortest waiting periods!)
China and India need programmers. You should try there. The US has an 8% jobless rate and tech jobs like yours are hard to find.
The first thing you would want to do is find out where the jobs are. You would want to ask a question in the Computer Programming section of Y! Answers - "Which U.S. cities have the most programmer job openings?" or you can research and make a list of cities by going to tech job sites, and mainstream job sites like monster.com

Once you have a list of cities to pick from, you are going to have to remove the cities located in the states of: Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont, Mississippi, Alabama, and South Carolina. Also remove the city of St. Louis in Missouri. The reason is because you are least likely to be welcomed in these states.

The highest concentrations of international immigrants live in California, Texas, New York, and New Jersey. I would not move to the city of Los Angeles (California), because it is currently being destroyed by Mexico.

If you want to live amongst African-Americans, the black cities are Atlanta (Georgia), Detroit (Michigan - with the largest muslim population), New Orleans (Louisiana), and Washington, (District of Columbia).

The computer programming city is Seattle (Washington). Good luck.
