1) Apply for a passport from his home country.
2) Call USCIS local office and get his swearing in moved up, then apply for his US passport using expediated service.
3) If he's travelling to certain countries, he doesn't even need a passport, only his green card.
4) Remember, the issue here is the need for a passport to enter the country he's visiting. Otherwise, he can easily re-enter USA without a passport, just a US green card (assuming he hasn't committed any crimes anywhere in the world, including the US and he hasn't been away for a extended period of time and some other important factors).
No. He needs a passport. It's possible to get one fast. It's a pain the ***, but possible.

Couldn't he wait until he gets his certificate before traveling abroad?
A re entry document is just that. a document that allows him to re enter this country. I don't think this document will allow your friend to roam the world..A citizenship certificate does not act as a passport. it just certifies that he is a resident of the U.S. a passport is used so people can enter other countries and come back. it would be like trying to go to Europe with just your drivers license.
your friend can't travel other countries WITHOUT a passport!
He needs to wait for his oath cer. then he can apply for a U.S passport. He can get a quick process of passport for 2wks (but w/additional charges). Regular process of passport takes about 2months (yup, pretty long!)

BTW You need a passport to cross any country borders...with exception of traveling from US to Canada by automobile. In 2008 or 2009 you will need a passport to do that. But for now, all you would require is a US birth certificate, usually they will let you pass through, otherwise, I don't think you can go.
