and then on 2005 the Father (resident alien at the time,,, US citizen now) filed an I-130 petition for the same person (sister of citizen)... can the the priority date given for the first petition (sister) be used for the father's petition? The person petitioned is the same, unmarried and over 21 years.

The priority date goes with the category of visa, so no, the dates can't be changed. However, both petitions can still be valid and the sister can apply for the first type of visa that becomes current.
