This is a kind of unlucky situation...if she came 20 years ago that means she came in 1987 which was one year after the big amnesty. She may not qualify for the 1986 that says any immigrant that can prove that came to the US before 1986 can grant a ssn# and become US resident (or something like that). Or she can get married with a US Citizen, that will help a lot on this situation. Another idea could be to get a good immigration lawyer so they can contact the congress to try to fix her situation. I think you and your friend should be positive about this problem and tell her that she is as American as we all are.

honestly I don't there she can, if she came the US illegally and stayed here for over 20 years. does she have a green card? if so she can apply to get her citizenship.

How can she have a state ID without having any other papers? She can apply for amnesty showing she is facing extreme hardship. Good attorney can advise further but not sure how anyone can help someone illegal.
contact your Senators and Congressmen...they have staff that deal with this stuff and will certainly get this done for you.

She should go to the local INS office or even to the county courthouse and inquire about how to make her status legal. Her parents may have applied for citizenship when they came in, which would count for her as well.
Yes there is help, she needs to go home, get her real ID and other documents, apply for citizenship legally, with you here helping her, it should not take that long. If she gets caught with papers that is not really her, she may never get a citizenship, she needs to do this asap.

Or I hate to say this, she could marry an American citizen and stay married for 2 years ( I think that's the time frame unless they have changed the laws.)

I came here "by the book" I would suggest she come clean - its not fair or legal for these people to "jump" ahead of the line. I spent a lot of money and 2 YEARS to get here- I'm sick of hearing these sob stories. I work - pay taxes and obey all the laws- sorry to hear that your friend was a baby when she and her parents dying -yet breaking the laws- but I think she should be deported..just like the law states.
They might Deport her cause they won't help her if she marries someone that's the only way lol
She should contact her nearest home country Consulate and start there. It may sound harsh to you but if she wasn't born here and she isn't a citizen then basically she needs to obey the law and start now. Yes, it could mean leaving the US.

she can marry a citizen which is something most people do or she can file to get her case review unfortunally i hear they are just reviewing cases from 1998 so that might tak a while. I heard that there is a policy that will soon be implemented in which illegal can stay for 8 more years and pay a 5000 dollar fee. At the end of that time, the illegal immigrant will go back to their country and then apply for a visa which they will be guranteed. i dont know exactly how believable it is. Research it a little and tell your friend not to be too trusting. She is going to need a lawyer though. there is no way around that. it is much better that way. and also tell her to find a lawyer that handles these types of cases. Her best bet may be to find someone to marry but then again you can never really completely trust anyone. I say research some more on theses options, and get a lawyer. A generous close male friend can help out og the goodness of his heart.
There is literally nothing you or she can do that's easy or fast.
She could get married to a US citizen and go back to her country. Her US husband could then submit an immigration petition for her. She could face a lengthy ban for her illegal residence but since she was so young when brought here there's a good chance she'd get a waiver of the ban.
She should consult with an experienced immigration attorney. For as little as $200 she should be able to get a 1 hour consultation.
My best answer for your friend is to apply for a student visa and from there she can go for US citizen. I'm immigrant from Poland and I have a green card for 10 years and I pay every 10 years about $250 for new one. Try student visa or green card.
