you need to get the proper visa, which takes about 6 to 8 months. You are better off getting a fiance visa (K-1) which takes only about a month to recieve, and then your fiance can come to the US and get married here. You'll have to then do an adjustment of status petition while in the US.
In order to get the K-1 visa approved, you have to prove that you two are not getting married solely to obtain a visa, that you in fact have a verified relationship. This can be proven with dated letters, emails, photographs. In other words, the typical things that couples would normally have.

Your husband will have to serve a penalty before he can return to the United States.
