I would assume it would depend on the circumstances. My brother was born in Thailand and we are American, so he has automatic dual citizenship. I would check with the countries you are thinking about.
Yes you can most of the time but like it was said some countries don't allow it. I know that most countries allow it if a parent that was born in that country does it for their children. That makes it easier but if you don't have that then yes some countries allow it. What country you looking at?

Also people that are germans by birth can loose their citizenship if they take an other one and do not fullfill the requirements to be considered als exceptional case. Of course in this example, the requirements for german people are not so hard as for foreigners who wanst to take the german citizenschip.
