Is it amnesty or is it an applicable fee?
My point is that the fees that some of the illegals will be required to pay do not even cover the cost of the gigantic beauracracy needed to process, manage, do backgroud checks, etc. on the 12-20 million illegals that we currently estimate are here. At the most they will pay something in the neighborhood of $10,000. Of course the millions of children will pay nothing. Many will probably be allowed a hardship exemption and possibly our elected officials will just throw out that requirement altogether.
So how can them paying fees that don't even cover the costs associated with THEIR illegal entry constitute anything other then an anmesty?

From what I understand, there is no fee for the Z-visa. Once a Z-visa is issued, they are here legally. That is amnesty. The dictionary definition of amnesty doesn't have the word 'citizen' in it anywhere. Most of the illegals will not pay a fee for citizenship when they already have what they want - legal status.

How can they pay the fees when they don't have the money and end up losing their current job as a result for being required to leave the country to become legalized?
This is why the bill will fail if it is passed. The bill will only make immigration far worse than before and transform it into an utter nightmare. Bush is only concerned about the SPP.

It is a joke to say that the SMALL fine cover the cost of the illegals. Besides, the only ones that pay anything are the ones that apply for citizenship. If they only get a green card or Z-Visa, they pay NOTHING!

The alternative would be to deport all of them at the government's expense, which would be an even larger undertaking, and probably much more expensive. They would have to be transported across the border, which would require vehicles, drivers, fuel, and possibly even armed guards. The amnesty provision only gives them the opportunity to avoid all of that by coming forward and becoming legal. If they don't, they will be found and arrested and/or deported. That seems reasonable to me, or at least the lesser of two evils. There's no easy way out with such a large number of people involved.
They would not have to pay a fee if they did not want to become citizens. Why become a citizen if you can live and work in the country (and get public assistance services) without becoming a citizen? People always want to hide behind the idea of racism when talking about illegal immigration, but citizenship and race are two different things. Mexico guards its border with Honduras by force, and if you are caught there without a passport, you can expect to be jailed right away. I think that's a pretty good policy. In answer to your question, if it's not amnesty, it's a sellout. Either way, one thing is clear. Despite your reasons for wanting to maintain the borders or forget about them, you can not deny this one simple fact. UNCHECKED IMMIGRATION WILL DESTROY THE NATION! It is doing so in the netherlands, France, and all across Europe. Not to mention California, Colorado, and Texas. How has Illegal immigration helped these states? It has not.
