One thing you have to remember is that the bill removed the definition of illegal immigrant. People who come here illegally will automatically be legal when they get here. They can go back and forth.
Now, if the illegal wants to become a citizen, then they have to go back to their country of origin and pay $5,000. Some people call this a punishment for those who broke the law. The farce is that millions upon millions of these people don't have the $5,000 and just as many don't want to become US citizens, so the penalties don't apply.
So, you can see that your question has no applicability to the law, the person you cited will be here legal, no matter when he comes and goes.
I think he needs to be in this country when it passes. How could he prove he was here before?
Probably only if he is back in the country, why not just go for citizenship?
Probably, since this bill seems to legalize every immigrant here, even though it costs 3,000 per person and is going to cost trillions of dollars to our government. They might as well open the border and say "welcome."
