If you have met within the past two years and you plan on getting married within 90 days of his arrival in the US, the best thing to do is to file Form I-129F to get him a K-1 fiance visa. That might take about 6 months. Once he's here, you can get married and he can file the papers to adjust status to permanent resident (green card). If he enters the US on another visa, you can generally also marry and file papers for him.
Marriage to a US citizen gives no immigration benefit automatically. The foreign spouse must apply for permanent residence and the US citizen spouse must sponsor him/her. When approved, the foreign spouse will become a conditional permanent resident (will get a 2 year green card). At the end of two years, the couple must petition to have the conditions removed, at which time the alien spouse will get permanent residence (the card itself must be renewed every 10 years). After a minimum of three years as a permanent resident, the alien spouse can apply for naturalization.
Children of US citizens are automatically US citizens no matter where they are born. The same is true of children born in the US.
Unfortunately the only LEGAL ways for him to come and stay in the US are the Fiance Visa (has lots of restrictions), a work visa (harder to get), student visa (only given if he is truly a student) or Spousal Visa (given only after you are married). All these visas take time, money, energy, commitment and are not immeadiate. Check on this website for the best one for you both.

A tourist visa is just that, a visa that allows a person to come in as a tourist, stay a while, see the sights, and then LEAVE!!

Get him a fiance visa. That's what my husband did it to me. So he can filled up that paper and mail to the American Embassy. They will contact you later for an appointment. After he come, you need get him a green card. If he wants to be a American citizen, he need take a test. ( Ask homeland security office) I from Japan and all our kids were bone here so they have a U.S citizen ship. I not say this is fast way ( need take a time to fill the paper work ) but I think best way to come U.S if you guys are really want to marry.

..Visas are issued for specific purposes..(work,student,short visit for various reasons etc)
dont think that visas are issued simply because someone wants their boyfriend close...many a boyfriend once "married" or the father of a kid decids that they would rather move on now that they have gotten to the states...
MY advise is YOU go to Dubai and visit with your boyfrien and his family. People do get married in foreign countries..
