The existence of one rich man in a country does not do away with poverty. What causes the poverty in Mexico is the economic system that allowed him to become that rich in the first place. It has been in place for a long time and the people who receive the benefit from it are not likely to give it up willingly.
Mexico is not a poor country but it has a caste system that goes back to when the Spanish ruled there. It is deeply entrenched and it keeps a few rich people very wealthy and most people very poor. Idea, a revolution might be the only cure but it hasn't worked in the several times they already tried.

Because that individual's revenue is not apart of the Mexican government nor is he obligated in any legal way to help. Donating money to charities wouldn't do no good in Mexico since there are no tax write-offs. Part of the reason why Mexico is so poor. They have no incentives to keep money growing and help their economy grow stronger.
You have it right ! A majority of the money that the Mexican government makes goes into the politician's pockets. Mexico could be a better nation, but the money being pocketed by politicians prevents it.

In many poor countries whether it is Mexico, Jamaica or an African country - there are a few very rich people and they care nothing about the ordinary citizens living in poverty. Money intended to develop the country's infrastructure goes into the pockets of corrupt and powerful people. Whereas American entrepreneurs and corporations are always developing and creating jobs, this simply doesn't happen in a poor nation. If you say, for example that 70% of US residents have some sort of formal employment, the figure in one of these poor countries is around 15% simply because the jobs do not exist. America has a rock solid infrastructure that a poor country lacks. I would say that 3% of Mexico's population are living the high life, 22% are in work but struggling and the remaining 75% live in total poverty - perhaps organising themselves as street vendors to make a little money to feed their families. This third richest man you mention has achieved what he has by walking all over the ordinary population insofar as much of what has gone into this man's pocket is money that should have gone on developing the country.
In the absence of any information that this one Mexican came by his multimillions illegally, are you suggesting that it is his responsibility to divide his money up among all of his penniless fellow countrymen? It is no more his fault that thousands of Mexicans don't have a pot to pee in or a window to throw it out, than it is America's fault that situation exists there. I further suggest that it is no more his obligation to support the less fortunate to try and keep them from coming here, than it is the obligation of working Citizens and legal residents of this country to fund the care and welfare of illegal aliens out of their hardsweated tax-dollars- most especially when so many thousands of THEM cannot afford health insurance, and yet are earning just a little too much to qualify for any of the handouts readily given to those who are swarming across our borders in droves.
