Issuance of visa at Consulate is totally discretionary. However in your case it is pretty clear that if circumstances were not explained, the discretion was not exercised improperly.
Here are your options:
1. Have your parents apply again. Document everything. Write long explanations. Put a human face to it. You might be able to help them get the visa. The problem is that since you are divorced, consulate can very well perceive that since you don't have a wife, you need baby sitter for your daughter. Secondly your parents are old. There might be a presumption -a real one too- that they have no intention to return. So, these 2 things are against you and you need to get a real grip on these.
2. Contact your local senator and ask for help. Sometimes they will do it. And sometimes consular will issue visa at the request of senator.
3. Become a citizen as soon as you can. You can then sponsor your parents. It will take them less than one year to join you, if you are already a citizen. If you are not, it is a separate issue.

Put your daughter on a plane and ask your parents to pick her up from the airport. That way she can visit grandparents.

If you can document/prove that your parents were with you legally, had an approved extension then I would say you need to plead your case, documents in hand at the nearest homeland security office.
So, take your little girl over there to visit for the summer.
