Should immigrants be given certain priority based on how needy, rich or skilled they are?
Answer:
Yes we should base priorities on education, skills, wealth, and what can they bring positive to the USA.
Please, create a working greenhouse gases emission market and lift the requirement for citizenship at EPA and DOE... maybe then I would return to the US (I was Germany´s best graduate in renewable energies).
And by the way, fire your president. then I can think of helping you with you energy conservation problems
Immigrants do not need any form of priority and most would not expect it. All that the majority of immigrants want is to be treated fairly just as any other person would be

If I had my choice, I'd pick the rich first.then the skilled.
since different needs change yearly, we may have a large shortage of skilled workers and I would put them in that field at the head of the line. They would be contributors right away which is a win win for all of us.
Actually priority is given to immigrants with skills that are needed in the U.S. Hvaing a good size bank account is helpful as well, but not necessary for immigration.
