How can I replace my lost S.S card?

I WAS BORN IN GERMANY IN 1948, MY DAD WAS IN THE U.S ARMY OVER THERE, MET MY MOM (GERMAN LADY), MARRIED, HAD ME. HOWEVER, MY BIRTH CERTIFICATE IS IN GERMA AND NOW I NEED TO PROVE I BELONG HERE BEFORE THEY WILL ISSUE ME A NEW CARD.WHICH BY THE WAY I HAVE HAD SINCE 1964 ORIGINALLY. CAN YOU HELP ME PLEASE, I WANT TO GET A PASSPORT ETC TO TRAVEL AND AM AT A TOTAL STANDSTILL. THANKS

Answer:
Can the VA help you at all? They may be able to guide you in the right direction. I am not sure how birth certificates are filed for children of service personnel living abroad. They may be able to obtain a copy for you.
I think you need your Consular Report of Birth Abroad FS-240: http://travel.state.gov/passport/get/fir...

You will probably want to get your birth certificate translated into English.
