I don't believe that it is about being "Mexican". Because we all know it isn't just Mexicans...there are alot of other countries represented crossing the border. But, because these people are actually crossing from Mexico into the US, Mexico gets the blame. Not right by any means..but neither is rewarding someone for bad behavior.
