Basically it allows the child to "anchor" many other family members into this country who otherwise would never be allowed entry, usually due to a lack of education, skills, health or morals.
I believe that someone from numbersusa came up with the apt term "anchor babies" to describe the children of illegal aliens that are born in the USA. They are like an anchor that is dragging the USA into third world country status.
