Why has the U.S. limited legal immigration and work permits to such small numbers?

I understand that there is a great demand for others to either immigrate or just temporarily work here. Were the current quotas made to satisfy those who want to limit our population generally? Was it because U.S. workers didn't want competition for the available jobs?

Again, blame it on the stupid illegals. How many people do you think we can support coming here all at one time. And by support, I don't mean in government benefits. A lot of immigrants from other countries CONTRIBUTE to our society with their culture and professions. There have always been quotas on the number accepted from other countries, and most other countries have quotas as well. Mexicans have decided that nobody else matters but them, so they'll just ignore the process and sneak over here.

We have 1 to 2 million immigrant visas we give every year, more than any other country int he world. It isn't too few, it is too many. Our schools are failing our own children, our hospitals are closing so our own sick can't get care, and our people need to come first in our country.
Quality of life. We can't support every person who wants to come here. We have the most liberal immigration in the world. I mean go to India or some really overcrowded, impoverished country and see if that's really what you want your world to be like. I don't. The United States is more than just a job service for countries who won't take care of their own.
To answer your question, the United States issues more immigrant visas and work visas than the rest of the world, combined.
The US does NOT have ANY obligation to allow people who want to come here, to do so, regardless of their personal situation. We would be well within our rights to say that NO ONE can come next year...and enforce it. This country exists to benefit its citizens, NOT foreigners who want to work here. There is no reason for us to admit foreigners to compete with American workers--if American workers can't be found to take particular jobs, then we can admit foreigners to take THOSE jobs. They have no right to compete with us for jobs. NONE.
Probably because we have too much going on right now, like security problems and long lines at the airports, long lines for passports north and south of here, and because lots of jobs are going offshore, and because the technology jobs are more overseas now. That's why the US has limited the work permits.
