yes it would, but some reason they wont, who knows what else is envolved in that research?
China has actually made a lot of good steps in stem cell research.
our president is just to stubborn to approve funding because "it requires loss of life".. but somehow he will still send 20,000+ more troops to Iraq, many of which will already not be comming home..
but to answer your question, yes, many countries are actually looking into stem cell research, and many have made progress in this field, the USA is just about the only country NOT funding it.
it is legal in the United States, Just not funded by the US Federal Government. State Governments can and do fund it. The big Pharmaceutical companies do not believe it has any value and so opted not to fund it. The smaller companies then went for federal funding and it was denied. So the Democrats took it on as a political football to make GW look like he hated Christopher Reeves and that back to the future Canadian punk. It never was against the law.
Pretty much although some governments have put restrictions on. They're discovering things about stem cell search all the time , like it doesn't have to be from embryos, but can be from the placenta. Nobody uses the placenta anyway , so what a great source of young stem cells.
