Reid has threatened to invoke 'cloture' on Thursday which would require 60 senators to vote to close discussion in 30 hours thereafter. He may change that because they have a short day for a memorial to a Wyoming Senator who just died of leukemia. However, many who want to have amendments and point out that the bill avoided the normal committee hearings are saying it they will vote against cloture. Reid says if he can't get votes for cloture, he will shelve the bill 'for now' and move on.
In the background the 12 who put the bill together are trying to craft a deal that will admit just enough amendments to get the cloture vote of 60 Senators. Aids are saying the deal is what is likely to happen in which case the vote might be Friday or Monday. Or a little later because of the memorial service.
