Apply for a visa. It will depend on the nature of the crime. If he is comming to stay he will have to show that he has a sponsor such as an employer in the US or someone else who is willing to assume financial responsibility for him.
if it was a misdemeanor it will not be a problem
As with most criminals, come in through the Mexican/American boarder. Bring a pregnant girl friend for added benefits.
I believe there are forms you can fill out - that you will have to include with all of the immigration paperwork. - It probably depends a lot on the severity of the crime commited also.
You would probably need to hire an immigration attorney though... even in a simple case they are a HUGE help!
