Answer:
I believe you need to contact the Uscis either through website uscis.gov or by phone 1800-375-5283 and explain your issue. You will probably need to have all your info ready including the receipt # of the application you want to cancel.
Write a letter to the processing center explaining why you wish to cancel the petition. Do not forget to include copies and all relevant information.
Just tell them you want all you're money back.
That will do it.
as Tug stated and send a copy of the petition receipt notice.
they won't return the fee as it is a FILING FEE.
