What does this quote mean?

“ When workers come from another country or district and contribute to the economic advancement of a nation or region by their labor, all discrimination as regards wages and working conditions must be carefully avoided. All the people, moreover, above all the public authorities, must treat them not as mere tools of production but as persons, and must help them to bring their families to live with them and to provide themselves with a decent dwelling; they must also see to it that these workers are incorporated into the social life of the country or region that receives them

Answer:
Workers coming in from another country must be treated with the same respect and humanistic rights as any other workers within the country.
It means we should embrace immigrants who come here to work and welcome them, not look down on them.
Accept immigrants as human beings, not as things or people that are somehow lesser than you.
i agree with louis g that exsactly what it means

Equal opportunity employers it means they will not discriminate against age, race or sex.
Equal opportunity without regard to race, gender, religious affiliation or ethnicity.
Its speaking of legal immigrants not illegal aliens to me.
We do accept and embrace legal immigrants from all nations.
Some of the "workers" do not wish to be incorporated into the social life of this nation. They wish this nation to become the country they ran away from ,for whatever reasons.
Legal immigration is accepted, illegal aliens are not.

I do not feel it is any ones(countrys) duty to ensure that another has a
nice home or a great life. That to me is never promised to any one.You have the right to pursue that life but not a right to have it provided to you.No legal American is given that "right"
They have to earn their homes and lifestyles, not have them guaranteed by anyone.
