Why FBI is taking more than normal time to give Name Check report to USCIS?Isnt this a security risk?

I have heard and read online that FBI is pending more than 6 months about 300,000 Name Check requested by USCIS(United States Citizen and Immigration Services) and more than a year about 36000 Name Check. Why does FBI taking such a long time to report Name Check?Isn't this a security
risk to American Citizen.

Part of the reason for that, is that the country they are getting info from is very slow at responding. So you have more than one beauacracy involved in the process. Yes, it is a security risk.

most gov employees are paid by the hour, not by production, some may think of it as job security, besides the letter that the USCIS issues on this, states" your case has been forwarded to AUTHORITIES IN WASHINGTION,D.C., they do not state if the authorities are the FBI, CIA or NSA.
The security risk would be bigger if they didn't get all information they needed. If some 'indications' come up or if someone is from a 'country of interest' they make further inquiries and need to be satisfied. I understand that they have very few staff to perform background checks, since the FBI is not primarily a 'background check' entity. The immigration application system is supposed to be self supporting financially, and that is one reason they are raising the fees - to hire more people to do background checks.

This time is one reason people were so pissed off that legalization under the Senate bill was supposed to only allow 24 hours for a background check. In the very times when it would be most important to spend more time checking, they wouldn't be given the time to do that.

The FBI name check doesn't have anything to do with foreign governments. The FBI compares a person's name to their database and, if a matching record is found, forward the information to whichever agency requesting it. The USCIS is the largest customer of the FBI in terms of name check requests, but there are many others including state and local law enforcement agencies that request it as well.

This is NOT to say that name check is useless, in fact it has been a great tool for decades. But now if it takes years to match a person to a potential criminal records, while the individual remains in the US, you can't say there is no problem.
