What is the use of the USCIS & the need for Visas & Immigration Laws, if every 15 years or so Illegals & Law?

Excellent point. Mind you, those of us who came here legally and desire citizenship would be a bit miffed. Or do you envisage any such proposals also granting citizenship to anyone who can say "Hello" in English and lives here for more than two days? If so, I'm in!
Your question illustrates the mess we are in with immigration enforcement.
Edit: To the poster below, Immigration fees must, by law, be revised regularly to reflect the cost of processing applications. The idea is that none of the cost of legal immigration falls upon the American taxpayer. The formula is pretty strict and does not really allow for building in a "profit" element.
INS was combined with the department of homeland security after 9-11, but many of the problems the existed before have not been solved or even looked into. A major improvement is desperately needed!!
I can only speak from my own experience, the immigration is among the least efficient federal offices, over the years they have raised their fees substantially but only to have even slower and worse services to show for it. I guess they take all the money from those who obey the laws and regulations so they could give a big break to those who don't give a flip about any of it.
