attend the foundation course.But, when i was 12,i broke the law(steal something) and got the criminal record. i need to know if i got the eCOE ,can i get the student visa ?//

I hate abbreviations. They are so open to different interpretations and they also rely on another persons ability to understand them. I suggest you write things out in full and use an English spell check in future especially if you want to study in Australia (uni lecturers don't appreciate all these stupid codes and bad grammar).
In order to come to Australia from Hong Kong with a criminal record you need to speak to someone regarding Hong Kong law. Because you were a minor at the time it is possible that that will be taken into consideration and this may not appear on a permanent record. If it does and you are questioned about it from DIAC then just be honest (if they find out you are lying it will be much worse). To be able to get a student visa you will need still need a decent level of English (although there are a lot of Hong Kong people in Australia who speak Cantonese, English and Chinese-Mandarin).
My advice. Go to China. If you and your parents weren't smart enough to run out of the country to Britian, Australia, Canada etc when they found out that Hong Kong was going to be handed back to China then you should stay with them there.
Oh and I personally don't see how 20 points are up for grabs for this (10 for best answer and that's about it, right).

You would have to check that this record still exists, but nothing is exact, the Government still has a requirement of good character and they might take this into account. Apply and just see what happens
