From where ? how can anyone tell you how if they don't know where you are immigrating from?

Years ago Canada was Paying people with Children to
immigrate. Because of thier high cost of living and low value dollar Canada is always looking for people to come there.

You would have to ask the Canadian gov what those regulations are. I know you are not the only one trying to do that. I would be more incline to go south like Belize in Central America because I don't like the cold.
