Nope, Tax ID (ITIN) cannot be used for working instead of SSN. ITIN is only used for certain people who are not eligible to work
A person who is a green card holder can add his/her dependents only at the time of his green card application (I-485) and while his application is pending with USCIS. Once its approved, he/she cannot add any one. After that he/she has to become a citizen (needs to be a GC holder for 5 yrs) and sponsor his family.
Visas are allocated depending on the country of the person's birth, relation to the principal applicant etc. Check Visa Bulletin page for more info

Not anyone...But someone who is working through their own private company can. Construction companies are everywhere.
if ou wanna find a job that doesnt require papers u will have to get a under the table job.(cash) otherwise u need a green card.tax numbers are not enough if u get caught working without authorization u could be deported and mess up your further chances.

if you open a corp. you get a tax id #, to work you would need a corp. name, a lisence and insurance.
if the corp. then pays you a salary you would need your ss #
Mexicans in any town or city in America can hook you up with fake papers. Businesses are not required to check the authenticity of your green card or social security number. The system is set up so it looks like business is against illegal labor, but it almost encourages them to hire illegals. Go to any restaurant, packing house, cleaning company, etc... and you will find illegals willing to help you get your documents. It doesn't look like the U.S. govt is going to do anything to stop this. The will just try to slow things down with better border control.
