Can anyone apply for any EU country's permanent residency while working in UK?

If you are not EU residents, that might be difficult. But I heard that in some cases if you work or study in UK for 10 years you can get the UK permanent residency, but i am not sure about if this case is real or false. If you are UK permanent resident, you are automatically aloud to work at any of the 27 european union countries under certain circunstances.
Maybe find an european guy or girl and get married to them, you might can get the european citizenship.
