as far as i know, it has been that way for a while now. a US citizen can petition their parents even before the new bill.

yES IT DOESN'T MATTER YOU ARE A CITIZEN NOW, and don't even dream about the inmigration reform, that's not gonna happen, they couldn't agree, I guess the money between them wasn't enough, but gettin back to the case, you can apply for anything you one because you are already a citizen.
