The "Green Card" is a certification that the indivudal has the right to work and reside within the confines of the United States. It is the equivalent of permanent residnecy ... except that their are constraints that must be adhered to maintain the status. Also, a specific 'card' has a limited validity ... the maximum is 10 years. After this, the card must be renewed.
Embassies and Consulates are for citizens of a given country. As a permanent resident (of the US), the green card holder is NOT a citizen of that country, and therefore has no protection from a US embassy or consulate.
With that in mind, the US embassies and consulates will not turn away someone suffering from hardship (refugee status, persecution, etc). They MAY transport the individual to their native embassy or consulate, or otherwise contact the appropriate country's representatives to determine a mutually agreeable process for handling individual cases.
