Honestly, I think that the reason so many people disregard the border is because of the lack of enforcement... an analogy is that we US citizens, most of the ones that I see on the road, completely disregard the speed limit in areas that are known to be lacking of police officers, but diligently follow the rules either when we see a police officer or in an area where they are known to be numerous. Drivers seem to think (per my police officer cousin's stories) that they are innocent when they are pulled over because they slowed down when they saw the police officer... I don't think that it's an "illegal immigrant" thought, I think that it is a common thought, a lot like a prison term being shortened b/c of good behavior.
