Is it essential for the applicant to submit the documents for PR application for Singapore in person?

Can somebody else (say the spouse) submit the documents on their behalf? Is there an interview involved?

You have to submit the documents personally as stated in their procedure for application. If you are overseas, you can download the appropriate PR application form from ICA's website and submit the completed application form together with all the required documents to ICA through any Singapore overseas mission.
