Actually, it isn't. Tourist visas are, but not immigration visas. That is because our immigration is so driven by family ties, so that family all get preference over others up to a large percentage of the total.
I don't think France is in our diversity lottery, either, which is of countries that have little immigration here, but you could check. That and other options (work visas, etc.) are at uscis.gov.

Or, if you have a special talent, staying in the US for like 10 years is an automatic citizenship, or something like that.
I don't know exactly, but I'm pretty sure that if you (manage to) stay in the US for a long period of time, you automatically become eligible to take the citizenship test.
