H1C VISA, marry first?

A tourist visa only enables a person to stay in the States for a specific period of time, usually no more than 180 days. Of course, if the person has multiple entries, he can leave the country and come back. Having a work visa(H1B) allows you to work in the States temporary, and there are limitations for each type of H visa but I have not heard of H1C, there are H1B, H-2A, H-2B and H3, it is likely that your spouse can be filed as your dependent to be there with you. I suggest that you should talk to your employer and consult a qualified immigration counsel!
By the way, marriage is not for the convenience that your fiance can be in the country with you, it is about a life time commitment, so think carefully! Furthermore, even if your fiance and you decided to get married and be in the States together, you may want to check if it is feasible for him to work or that he could only be a dependent to you under the circumstances that you are in. There are other issues, such as financial situations and emotional state(if you have to work long hours and he cannot work, there will be pressure on your relationship) that you will have to consider!
