Serious now! A message always bothers me by asking me to apply for US green card. Is it true? Can I avoid it?
Answer:
You can apply for a "Green Card" at the US Embassy or Consulate of your home country.
If you are already in the US you would file a form I-485 to adjust status and become a Permanent Resident.
You do not use an agent, representative or agency to apply. You will usually require a sponsor who is already a Legal Resident or US Citizen and lives in US.

On the second part of your request, there are many people who will ask you to pay them for their time & help in getting you the forms that are available free from the US Gov't and also in filling them out & properly presenting them.
I'm currently sponsoring a Filipino to come to US and the experience of many members of the forum that I follow (Philippine specific) is that most of these lawyers and agents are incompetent and have caused serious problems with their mistakes.
The way to deal with those emails is mark them as spam and remove. If you are interested in getting a Green Card, then start with the government websites & visajourney. You will also want to search for immigration forums that are specific to your home country as they will deal specifically with problems you may have in applying.
Don't trust them. If you want to apply, you need to ask some legitimate people that can assist you. Don't trust the emails.
The government is not about to send you those messages. Those are from people who want to make money on you. Why would you want to give them money?
If you are speaking of the diversity lottery it is closed until October, for the year, and you should go to the official state department web site link if you want to apply in October. For any other plan, go to uscis.gov
They may charge fees, but they will be the government fees, not a profit above that.
Just throw their messages away. That is why it is called 'junk mail'.
