If you broke the law in The Philippines and go back there, yes you can be arrested. If a U.S. citizen broke the law in The Philippines he could be arrested. The only rights he has then, in the Philippines or any other country, is maybe to see a representative from the U.S. Embassy on a periodic basis.
No. Your return to the Phillipines will make you subject to their laws. Your warrant is active and will be executed under the laws of the Phillipines. I can only assume it's not something serious enough for them to apply to the U.S. for extradition.
U.S. Citizens are subject to the laws of the countries they visit. They are granted leeway through the charity of the host country and are only protected by the consulate when the host country violates Basic Human Rights as defined by the UN.
I'm no legal expert, but I don't think holding a green card or even US citizenship will protect you from arrest in the Philippines or anywhere else. American citizens get arrested all the time when they don't behave themselves overseas, and the State Department won't do much to bail them out.
It's come to this. Do you think that putting the word "immigration" into the sentence that international law changes? Immigration laws in the US deal with immigration. Not criminal law in another country. SELDOM does the US get involved with such matters. And it usually deals with American CITIZENS who are either wrongfully charged in another country or potentially subject to cruel and unusal punishment for a crime they committed. The people of the United States are not going to fund a battle to get someone out of a situation in another country when they broke the law, went back there knowing they would be arrested, and did not take the steps to become a citizen. Honestly, you people think it's our duty to protect you against everything. It is not. Go back home. Face the music. Or pay the piper to become an American Citizen.
