If it is passed by both houses, the president can either sign it or veto it. If it is vetoed, then Congress has to overcome it (with a larger percentage), if it is passed, then it is the law.
Any new president has to enforce the current laws (including any passed now). In order to undo or change it he/she must either get a new bill passed through Congress that overrides the current law - or wait for the law to be declared unconstitutional by the courts (unlikely for 99% of laws).
While I said that the new president must enforce the laws, that is kinda up to their own discretion, and the discretion of the attorney general they appoint. But, by not enforcing current laws, they open themselves up to a whirlwind of political attacks. But they cannot force states and state agencies to enforce/not enforce it - political games aside.
I'm curious about that as well because there are some Republican candidates that would overturn this baby the minute they got into office.

yes the new president can change a law. you know caoline, i lose my memory at times. but i do know what our govt is doing is wrong, like with the presidents, when they run for office. we have 2 running for it. the loser is to be the vice president. and we are not to have an election when we are at war. bush has done this, and god knows when they started picking their own vice presidents. our own govt has screwed up our laws of this country. and i as an american am sick of it. i think i'm going to start raising cane and end up in jail.
