Depends if they are already here and illegal. If so they have to return to their native country and then apply.
They have to do it them self if at least 18 yrs old. They need to stay home, file paperwork, go through the LEGAL process, and if granted , then come, otherwise they will be breaking the law, be considered a criminal.
The process to "legalize" an illegal alien is for the illegal alien to go home and then start the process of legally applying for a visa.
