Can the adult child of an EU citizen be sponsored for a residency permit in the EU?

My mother is a citizen of Ireland, but she became a citizen after I was born. Therefore, I am not eligible for Irish citizenship. However, can my mother as an EU citizen sponsor me for a residency visa (complete with employment rights) in the United Kingdom, Ireland, or any EU country for that matter? She currently resides in the United States, would she need to live in the EU to sponsor me?

Answer:
Your mother cannot sponsor you to have a residency permit in EU because she is residing in the US. She could do this if her domicile is in any EU country.
