If you are an American citizen only.
you can contact a consular office of Mexico here and they can make a new passport for you.
If you become a citizen you can have a US passport
I believe you will have to go through Mexico to get your passport. You should be able to go to the Mexican consulate and apply for one.
One obtains either a writ or a Passport from their nation of citizenship. However, one may visit the nearest Consulate, and obtain their papers from there, without having to leave whatever land they are residing in.

Seriously, I think you must be a legal citizen of the US to receive a passport. I'm sure Mexico has an embassy in your city so that you can apply for a Mexican passport. The U.S. doesn't give those things away like candy anymore bub.
You have to get a Mexican Passport.
Can't you get one from the Mexican Consul?
That person would need a passport from Mexico. The only way a U.S. passport will be issued is if/when that person becomes a U.S. citizen.
