Im filing I-130 for parents here in the US..is there a penalty...?
my parents like most citizens now days immigrated here illegally that is without inspection. on question 14 of the i130 it asks how he/she arrived to the US. when i put down that my parents arrived without inspection, will they be vulnurable to suffer a penalty of any kind? be deported? or anything?

They are illegal aliens and will be treated as such. Your status has nothing to do with it.
They'll be forced to leave the country and interview at the US embassy in their home country. It's likely they'll face a ban of between 3 and 10 years before they'll be allowed to return to the United States.
If they had arrived legally, and then became illegal, it's likely they'd be allowed to stay and adjust status. However, they arrived illegally and there's nothing that can be done about it.

I was lawfully admitted in the US pursuant to military orders and must exit upon retirement but rather have stayed and undocumented. My dad petitioned me on I-130 and approved. Cant adjust status yet because priority dates aint available yet for first preference categories from Philippines. That is why I havent left the US for me not to suffer the consequence of a 10-year-ban.
