Is No Objection Certificate required for passport?

My wife was teaching in a private college till January 2007. In November she applied for a passport. When we inquired with the passport office Jaipur in May 2007, we were told that she requires an NOC. However, this link -https://passport.gov.in/pms/instructions... mentions that NOC is required only for persons working in central/state government or Public undertakings.
I have few questions now:
1. Where can we file a complaint against the passport officer as he is not ready to accept that NOC is NOT required for private college teachers?
2. How can we get her passport?

Answer:
The RPO is expecting some bribe from you and hence he is asking NOC for your wife's passport application.
You need not to provide any NOC as your wife is not in Central/State services.

Every RPO have some Passport Adalats every week/month and you can get more information by participating in there.
Also you can ask more information from RPO thru RTI so taht he should provide a legible reason for asking NOC failing which you can procecute that RPO under the RTI act 2005.

NOC is required only for goverment officials. If the passport officer still gives you red tape, file a complaint under RTI
