Does Spain allow for dual citizenship?

My brother is American and he's considering moving to Spain. He's wondering if he can apply for citizenship while in Spain without giving up his American citizen status. I know some countries allow for dual citizenship, but I didn't know if Spain was one of them.

Spanish law doesn't recognise dual nationality for adults and therefore a child who's entitled to choose between Spanish and another nationality must make a choice at the age of 18. A foreigner must usually renounce his former nationality (aside from Latin America or Portugal), swear allegiance to the King of Spain and swear to abide to the Spanish constitution and laws.
My husband's from another country and I know his country has that option of dual citizenship. He dropped his native country and became an American because he didn't want to risk having to serve time in the army in his Native country. It's a law in his country to serve time in the army from this age to that age. I'm not sure dual citizenship is always a good thing. Your brother should just do the green card thing.
