Sorry but no, you can not use the German permanent resident permit to work in other EU countries. This permit is valid just for Germany.

Exception: If you are married to a German citizen you have the privilege of free transit as other EU-Country citizen (work and live in any EU-Country) , but just only if you are moving together with your german husband / wife, otherwise you have to apply for a new permit in the country you would like to live and work.
